The Centre for Economics and Business Research (CEBR) said its latest World Economic League Table showed Asian countries moving up and European countries falling back.

The CEBR also predicted that the UK economy would overtake France by 2016.

It also said the eurozone economy would shrink 0.6% in 2012 “if the euro problem is solved”, or 2% if it is not.

CEBR chief executive Douglas McWilliams told BBC Radio 4′s Today programme that Brazil overtaking the UK was part of a growing trend.

“I think it’s part of the big economic change, where not only are we seeing a shift from the west to the east, but we’re also seeing that countries that produce vital commodities – food and energy and things like that – are doing very well and they’re gradually climbing up the economic league table,” he said.

A report based on International Monetary Fund data published earlier this year also said the Brazilian economy would overtake the UK in 2011.

Brazil has a population of about 200 million, more than three times the population of the UK.

Brazil’s economy grew by 7.5% last year, but the government has cut its growth forecast for 2011 to 3.5% after the economy ground to a halt in the third quarter, with analysts blaming the country’s high interest rates and the worsening situation in the eurozone.

And although Brazil currently sells more to China than it imports, Brazilian manufacturers have complained that their industries are being affected by cheap mass-produced goods from the Asian giant.

The CEBR also said that Russia moved up one spot in its league table to ninth in 2011, and predicted that it would rise to fourth spot by 2020.

It predicted that India, the world’s 10th biggest economy in 2011, would become the fifth largest by 2020.

And it said European countries would drop down the table, with Germany falling from fourth in 2011 to seventh in 2020, the UK from seventh to eighth, and France from fifth to ninth.

After six decades of building cars renowned for their teardrop designs and quirky features, cash-strapped Saab Automobile gave up its desperate struggle for a lifeline Monday and filed for bankruptcy.

Saab CEO Victor Muller said “the last nail in the coffin” was previous owner General Motors’ rejection of a Chinese company’s attempts to gain control of the ailing Swedish brand.

Muller personally handed over the bankruptcy petition to a Swedish court, which approved it late Monday.

Though a theoretical chance remains for a new buyer to step in during the bankruptcy process, analysts said Saab’s troubles underline how difficult it is for a small, niche-market carmaker to survive in today’s competitive global auto business.

“I think it does kind of reflect the situation in the industry that scale is everything,” said IHS Automotive analyst Ian Fletcher. “Everyone else have been snapped up … Saab unfortunately were the last people waiting to dance with someone and they didn’t have the right partner.”

Volvo Cars, Sweden’s other carmaker, is presently ramping up production after China’s Geely Holding Group bought it from Ford last year.

Muller, a Dutch entrepreneur, used his luxury sports-car maker Spyker Cars to buy Saab from GM in 2010 for $74 million in cash plus $326 million worth of preferred shares.

He vowed to gradually increase production while restoring Saab’s Swedish identity — which critics said was diluted under GM ownership. But the company ran out of money just a year later.

As production stopped and salary payments were delayed, Muller fended off bankruptcy by selling Saab’s real estate and lining up financing deals with investors in Russia and China. He bought time by placing the company in a reconstruction process under bankruptcy protection.

But the deals fell through, blocked by regulators or by GM, which was concerned that its technology would end up in the hands of Chinese competitors.

The final Chinese suitor, Zhejiang Youngman Lotus Automobile, said it was hoping for a deal “to the last moment” but pulled out after the last proposal for a solution was rejected by GM over the weekend.

GM spokesman Jim Cain said Saturday that each new proposal “results either directly or indirectly in the transfer of control and, or ownership of the company in a manner that would be detrimental to GM and its shareholders.”

In another email Monday, Cain said he had nothing to add “except to say it is unfortunate.”

The news was grim for Saab’s more than 3,000 employees, torn between hope and despair for the past three years.

“This is the most unwelcome Christmas gift I could have imagined,” said Fredrik Almqvist, 36, who has worked on Saab’s assembly line for nearly 17 years.

While experts say the company is likely to be chopped up and sold in parts, local officials in Saab base Trollhattan were hoping a new buyer would emerge to salvage the brand.

Saab’s small but loyal following of enthusiasts around the world, enamored of the carmaker’s pioneering use of turbocharged engines, heated seats and quirky features — such as ignition locks between the front seats — had also not given up hope of the firm’s survival.

“Saab drivers don’t want to drive run-of-the-mill cars. They want something that is more unique, more individual, but also of a good value,” said Mike Philpott, chairman of the Saab Owners Club in Great Britain. “Very safe, very well-built and also slightly unique and actually a little quirky. And we like those quirky parts of Saab.”

Originally an aircraft maker, Saab entered into the auto market after World War II with the first production of the two-stroke-engine Saab 92. It soon became a household name in Sweden, and in the 1970s released its first turbocharged model — the landmark Saab 99. GM bought a 50 percent stake and management control of Saab in 1989, and gained full ownership in 2000.

Saab Automobile’s sales peaked at 133,000 cars in 2006. After that, sales dwindled to 93,000 in 2008 and just 27,000 in 2009, as GM — itself in bankruptcy protection following the financial crisis — prepared to wind down the Swedish brand.

Downing Street downplayed the remarks, saying: “We have put in place a credible plan for dealing with our deficit and the credibility of that plan can be seen in what has happened to bond yields in this country.”

On Thursday, the chairman of the French central bank, Christian Noyer, suggested that any downgrade should instead start with the UK “which has more deficits, as much debt, more inflation, less growth than us”.

But France has been warned by US credit ratings agency Standards and Poor that it could be downgraded over the eurozone crisis.

David Cameron vetoed an EU-wide treaty change involving all states and faced claims it would leave the UK isolated.

“It’s the end of my fast but it’s not the end of my fight. I will be back,” Anna Hazare, 74, told thousands of flag-waving and cheering supporters minutes after accepting a glass of coconut water and honey from two children.

Hazare’s protest brought tens of thousands of ordinary Indians, fed up of the country’s deeply entrenched corruption, to the New Delhi fairground where he held camp. More people marched in support in dozens of cities across the nation.

Hazare began his fast Aug. 16 demanding Parliament pass his sweeping proposal to create a powerful anti-corruption ombudsman to police everyone from the prime minister to the lowest village bureaucrat.

Officials said Hazare’s version of the draft bill was unconstitutional and his hunger strike was an attempt to subvert Parliament’s legislative role.

Hazare and his aides complained that the government’s own bill was too weak to battle the deep rot in India’s political system.

In the end, Parliament held a nine-hour debate Saturday that ended with a nonbinding “sense of the house” expressing support for some of his demands: committing to greater transparency and including low-level bureaucrats and state officials under the watchdog’s purview.

In the capital, thousands of singing, dancing and cheering supporters gathered Sunday evening to celebrate what they called Hazare’s victory.

“We the people of India give ourselves a corruption-free India,” one supporter in the crowd told NDTV news channel, paraphrasing the opening sentence of the country’s constitution.

“The question is where do we go from here,” said Raj Kumar Sagar, an advertising executive in the capital.

Hazare said the next step would be to make the electoral system more responsive to the people. While he gave few details, he said he would attempt to get citizens the right to recall and reject lawmakers who did not live up to their promises.

“Only that will really reduce corruption,” he said.

Hazare’s protest was fueled by months of scandals — including illicit mining deals and the dubious sale of cellphone spectrum — that tarred the ruling coalition and opposition parties alike. Even as Hazare was fasting, four politicians were charged with buying and selling votes in Parliament.

The government, miscalculating the popularity of his anti-graft message, briefly arrested him to quash his protest, a move that sent tens of thousands of his angry supporters pouring into streets across the country.

Hazare, who claims inspiration from liberation icon Mohandas K. Gandhi, eventually was given access to a fairground in the capital, New Delhi, which drew tens of thousands of protesters from India’s growing middle class fed up with paying bribes for everything from getting a driver’s license to enrolling a child in nursery school.

“People are suffering from corruption, and there seems to be no end,” said Prabhat Tiwari, a 25-year-old businessman who came to the protest ground every day for a week.

As the protest dragged on and Hazare’s weight plunged more than 16.5 pounds (7.5 kilograms), government ministers and protest leaders haggled over how to end the standoff.

Just before Hazare broke his fast Sunday, one of his aides led the gathered crowd in a pledge: “I take an oath that in my life I will never take a bribe, nor will I give a bribe.”

The plan for a government watchdog — which had languished in Parliament for more than four decades — will now go to a legislative committee to work out the details and try to resolve competing visions for the proposed ombudsman’s office.

It seems almost certain that lawmakers will now have to take the issue of corruption seriously or risk further protests.

Prime Minister Manmohan Singh said this past week that the protest had awoken the government to the need for reform. Rahul Gandhi, a top official with the ruling Congress party who is seen as a potential future prime minister, proposed sweeping reform in everything from the electoral system to the graft-riddled mining industry.

“Some beginning has been made. It’s difficult to say what will happen,” Manoj Kumar, a 24-year-old student, said Sunday at Hazare’s protest site. “There is an awakening across the country, so it will now be difficult for the government to ignore people’s demands.”

Hazare — a former army truck driver credited with organizing his drought-prone village to harvest rain water and use solar power — enchanted many Indians with his stubborn stance against the political system and left them with a rare feeling of empowerment.

The protest “has broken that sense of helplessness that large numbers of people were feeling in this country. It brought a glimmer of hope that we can bring about change,” said Neerja Chowdhury, a journalist for The Indian Express newspaper.

The Times of India newspaper credited Hazare with channeling the public anger into “a mass movement that has shaken the government to its foundation and placed the entire political class on notice.”
